Awrite Folks new uk user here with an over fuellin problem.
I have a 1999 unrestricted model 'Busa (and won't part with it) and i got an over fuellin prob (since i got it 2 yrs ago) im wonderin if a power commander and Dyno time is the only solution.
The bike goes like stink gets the right mileage according to the trip and the owners manual ie. 8.5 mpl (dunno wot that is in kpl) but the soot from the over fuellin on my shiny after market fuel exhausts is a real pisser.
All i got to go on is my mates identical Bird and he's gettin 2 mpl more than me on an average Sunday thrash and no over fuellin and it hasn't been Dyno'd.

Wish I knew the answer for you. I'd just be guessing. Seems I've heard that kind of thing before but it wasn't called that (over-fueling).

Someone will come along and give you some worthwhile advice!

1 US Gallon is 3.78 liters.
So 8.5 miles per liter is 32 miles per gallon.
That sounds in the range depending on how you ride.
If you have an aftermarket exhaust, I would suspect it to run a little lean instead of rich?
What other mods do you have?
