Of those two things, there's a good chance your dealership only has the tools. Do it yourself.

I recently watched 3 sets of tires get changed via retail. The technician was very experienced and very considerate. One set of wheels were absolutely pristine Marchesini's! They came out perfect. All that said, not every technician is as experienced or as caring for the client hardware.
