I have the CF R-77 slip-ons and it was "quiet" without the inserts. However, the sound perked up when I switched to V&H headers

SO it's sounding like non-epa slip-ons without quiet inserts then install the quiet inserts when I swap out the header and I should be good.
Anyone have the EPA compliant and actually heard the difference between the two?
What are the physical differences, is it just more packing or is the design totally different?
I'm sure the EPA version has cats in the mufflers, with multiple chambers to meet EPA sound and emmissions regs just like the stockers, compared to the straight through no cat non EPA version.
