LOL! Will it fit a Gen I? What purpose does this serve other than having more leather on the bike?

It doesn't go over the windshield, it covers the SS frame work/mounting hardware.

Just adds a little weight...you know, helps that flyweight harley stick to the road a little better The more things you can add to your harley the better it makes it. Just keep sticking things on till you run out of room
