Rotating / Pulsating 1157 LED Brake/Running Light Troubleshoot

I added the new undertail with led lights....works perfectly........then I added an 1157 socket with an 1157 bulb for a 2nd brakelight/runninglight and attached it to the custom license plate......ok no problem......looks great, works great.....then , I bought a Rotating / Pulsating 1157 LED Bulb and put it in the 1157 bulb socket......it works fine in the garage but when I take it out for a ride, the bulb dims completely down..........The bulb is good....Do I have to add something to make it work properly? Any suggestions would be greatly appreciated?
