Still having trouble with dynojet shifter

For some reason it doesn't want to work at high RPM's. At first I thought it was just WOT but it works at WOT as long as it's below~7000rpms. I've adjusted the kill time all over the place, adjusted the shifter, and now I'm all out of ideas. Help.
