Yosh R3

I've looked in the "search" for an answer to this next question.
I have noticed that the Yoshi R3 bolt on has a tail pipe in the can, maybe a baffle. It appears that this tail pipe is bolted on with two small allen head bolts that are tack welded in place. What is the purpose of this? Can the tail pipe be removed for racing applications?
