Remove the turn signal on each side (one Phillips head screw on each and you can get inside the tail section to the nuts holding the brackets. I just pulled down on the bracket while unscrewing it. If the nuts turn on the inside use a long flat tip screw driver (or a flex socket on a long extension)to hold it. After that I used a magnet to retrieve the loose nuts from the tail section.
