Best way to tune-up my bike for ~5000USD.

Hello.
I want to start 1/4 mile and need some changes to get good times.
Now I had stock engine- nothing change inside but already have:

- RapidBike EVO module with wide-band and MTB module to create fuel map during ride ( first must set AFR- now I am riding on 13.00 )
- Sprintfiler
- Yoshimura TRC slip-op and Vance&Hines headers
- Airscoops

I have n2o DynoTune but I want to start in NA class without nitrous, turbo and long swingarm.
Also I ride on that bike about 1000 miles per season so it must be something that I can sometimes go and run on road.
I am thinking about 83mm boreup.

My next questions is:

What pressure and tire will be the best for someone who weighs in suit 280 lbs ?

If you are stock wheelbase, a Pilot Power is a pretty good tire for combination drag and street use. I would run 34-36 PSI (not sure what units you use) on the street and decrease it as necessary at the track. I can't imagine you would need to go below 16 PSI at the track.
 
I am a n20 fan, however if i had a budget ot 5000 like you have would get a turbo and a set of extension blocks. I use a shinko hook up at about 18 pounds. You want as much air as you can run with out excessive spinning. On the street if the dew has dropped i have to drop it down to about 14.
